Excuse me? Computer programs should NEVER ôcircumventö admin privileges. Admin privileges are there for a reason you know.
This entry needs to be reworded, we are moving the invocation of the DirectX install from the EVE client to the EVE installer/patcher.

Currently, if you fly to the station where your JC is and jump, the JC will be lost along with implants etc. I'm guessing they're fixing this.

This is probably a typo? You mean rounded up to -3.01?V.
There was a typo there, but not this typo 
The current, correct entry is

In other words, if your security status is -3.0499999 then it's currently being rounded to -3.0 for comparison to the threshold, which for a 0.8 system is -3.0. After the deployment of Empyrean Age 1.1 it will rounded to two decimal digits, the result will be -3.05 and you will be shot

If I may respectfully disagree, then I think that those that wrote the release notes did excellent work. But when reviewing more than 1.000 tasks, defects and other changes, categorising them and translating them from tech speak into entries suitable for the release notes, then there is always room for some errors.
Our excuse is that the EVE Software Group was at seminar this week on the Python programming language so unfortunately we didn't have an opportunity to review the notes before the they were released. But that's the reason I'm working this weekend with CCP Navigator correcting and adding to the notes (you may notice that the changes are all code related, other groups had already reviewed and corrected other parts). My apologies but please rest assured that the release notes will definitely be in tip-top shape before the deployment.
I hope that you will enjoy EVE Online: Empyrean Age 1.1 because we are proud to be delivering this update to you.

3 concord, 10 gankers. means only 3 can die at the same time, forcing the killing of suiciders to be done in series rather than in parallell like (I suppose) was the case before. If that's the case that leaves the non primaried gankers more time to do their job.
A group of CONCORD ships is still spawned for each aggressor. So in the example above a total of 30 ships would arrive, a group of 3 ships attacking each ganker.

Nothing changed here. This point is simply being emphasized in the context of the CONCORD changes being made.
It's also being mentioned because the overview pilot state filter currently called "Pilot has a security status below -5" is being renamed to "Pilot is an outlaw".
The corresponding tool tip text is being changed from "True if pilot has worse than -5.0 security status and can be attacked everywhere" to "True if pilot has worse than -5.0 security status or has aggressed against you and can be attacked everywhere".
But there are no functional changes, the text in the UI is simply being clarified.
(Please note that the above UI change is mentioned in the release notes as "Thieves appear as flashing red on the Overview even when "Show pilots with sec status -5" is turned off" but is currently being revised since it's inaccurate.)

No.
The issue was that if players involved in factional warfare looked up other corporations' wars from the "other wars" tab in the corporation window, then those other corporations would show up as being involved in factional warfare, even if they were not. This was a display issue only.
